Abstract

The paper presents the Nominal Group Technique (NGT) as a participatory method used in public administration research for identifying, clarifying and prioritising participants’ opinions. It analyses the epistemological and methodological foundations of the method, the main stages of its application, examples of its use in European and Romanian public administration, as well as its limits and advantages. The paper also highlights the usefulness of integrating NGT into doctoral research, as an instrument for grounding decisions and for analysing complex administrative phenomena.
